10 mph is very slow. Sounds like a bad speed sensor. Do the speed sensor test. Go to the top of the electric club car section of this forum and you'll see a post about the speed sensor test. If it fails, replace it. But don't buy one of the cheap Chinese ones. A good quality speed sensor is over 100 bucks. But you'll only have to buy it once.
