Trying to figure out what is wrong with the brakes. They do not work at all. It looks to me like there is a piece missing on the brake adjustor part. I believe there is supposed to be a rubber piece on the right side of the mechanism to engage the rear brake pad. Can you just replace this one piece or do you have to replace the entire brake plate?

I have removed the spring which has to be replaced.
