Exclamation solve this puzzle! (Speed Sensor Related)

I have a few other threads, but i wanted to start fresh with this one.

Bought a used 2008 YDRE. Ran fine, then developed a staggering problem, then ultimately, it wont come out of limp mode. Tried the speed sensor push test and it failed. Replaced that and the solenoid (had the extra money).

Still, even with the new speed sensor, it if failing the push test. The solenoid clicks on and off with the rolling, but the regenerative braking does not kick in. So, it is still stuck in limp mode. I cant help but feel these are all related. I have check all the connections, cleaned them and and finally stuck.

Any help....
