Default powerwise ll charger

My powerwise ll charger will click and hum but will not charge, the fuse in front isn't blown, would it be a blown capacitor or a bad diode? We have had some pretty nasty storms but the power wasn't knocked out, didn't know if lightning could have still ran through and popped something, if it is one of those two things is it a pretty cheap fix or should I look into another charger? Any help or ideas to check anything out would be greatly appreciated. sorry its a 36 volt cart
