Default ITS questions

Does anybody know if putting 48v to an Inductive Throttle Sensor will screw up the output?
I put 48 instead of 36v to it and the cart runs at about 1/3 speed. Changed it out with 2 other units... same thing. Changed controller & solenoid same result?
48v conversion series TXT. Alltrax AXE 3 wire connection.

OH LORD! This has got me wondering.... the controller was bench programmed and the rechaecked after it didn't work right, another programmed and installed? 3 ITS units tried? ITS output will not come up to be read as stated in the Ezgo manual?
Ezgo manual says:
Key on
In gear
DVM on volts
neg test probe on battery pack neg
pos test probe into white output wire
read.45 - 1.5 volts through out the peddle travel
I get nothing but, the motor runs at diminished speed
WTF ?????

can you explain that? How You mean the rod that moves into the hole should have a good ground?
But grounded to what? It is a 4 wire harness, power in and power out of the micro and 2 throttle signal wires?
