1982 model has the silver box between the two driver side batteries for the control of speed. This box has the micro switches in it. The pedal pushes the slider in the box past each switch to activate the selonoid to go faster. Check this box out.
Does it look like this?

Luckily the car is simple mechanics. Andy is pointing you the right direction, the micro-switches or solenoids are usually the culprits..

AKA, My experience is that your high speed solenoid is stuck 'ON'. This
causes all the power to come on with the first click. See if you can peck
on it with something and make it turn loose, then replace it, or, just
replace it to begin with.

TG, Sounds like your first solenoid is shot. Jack the rear wheels up and
jump the first solenoid's 2 large terminals, press the pedal and see if it
runs.
