You're probably talking about the tie rod ends. What kind of lift is it ?

usually when things wear out they get easier to turn. Give us a bit more description of what part has a lot of play in it.

Your cart does have a frame lift.
The front suspension is all stock.
Where is the steering hanging up ( At full turns ? ) ?

does the tie rod have enough clearance in the back where the frame was cut? I have seen where sometimes they were cut too close and it binded. the spot your screwdriver is pointing too is the spindle. i would think if it were wore itwould be easier to turn. you could disconnect the tie rods and see how the spindles turn all by themselves.

its got a pretty good bit of play in the spindle could i tighten up that nut on top to snug everything up to see what that does or will that not help. I dont think the frame is in the way because it just started doing this and i have had it off road hunting so i should have rub while i was off road right?

That is the end of the delta arm. Maybe try jacking it up and turning the wheels by hand just push them left and right and see if you can feel where and see what is rubbing or catching..... if nothing then maybe a worn rack in the steering assembly?
