Default 1972 Harley cart has no power

I have been asked to work on this cart and it is all newly rebuilt with new carb, piston rings, bearings, seals, etc...
It starts up fine and when on blocks will rev up ok.
On the ground its a dog and hardly hits 15kmh on flat ground.
I did have carb apart a few weeks ago and all was good.
Today I set the points and timing as best as I could. They were way out but nothing seems to have changed afterwards.
Compression is 80lbs either way. When cold you need to choke it to start but after its warm no choke. When running down the road pulling the choke on even a little bit doesn't help. Good spark too. The points are sparking a lot, not sure if its normal as I have alwas dealt with electronic ignitions.
I have searched the forums here and used a few tidbits of info on setting timing and points.

Does anyone have any ideas what is wrong??

Check for plugged up exhaust, but sparking points can indicate a bad condenser,

Sounds like a fuel draw issue to me. Fuel pump? Maybe throw an electric one on there and see if that helps? If not that secondary clutch might be holding things back. Try lubing up the clutch axle real good.

80 lbs compression is a bit low with the new piston / rings. Should be 90+ with new top ends going over 100 lbs.

Changed condensor still the same
As for clutching... Tires are off the ground and engine doesnt want to rev up
It all used to run awesome before but then slowly got worse. I never built any of this but I get to troubleshoot it.
Fuel doesnt seem to be an issue, but I may be wrong....

15kmh. it was running at 32kmh but not now
I have since removed the muffler and it runs awesome but loud
muffler dont seem plugged but might be inside where i can't see

Cook the muffler! Barbecue it on a nice big fire and burn the oil and carbon out of it, then blow it out with an air hose, might need to paint it afterward.

But i did wash it out with gas and then varsol and its still shitty

I remember I had fiberglass or something in mine. I have a Columbia and it's a different design than yours though. Maybe the exhaust clogged up the fiberglass, if you have any in yours.

I threw mine in the fire pit to clean it. I really doubt gas would have cleaned mine.

Still having an issue with this machine. Need to use the choke most times to get started but once running has no power to go up small hills and won't open up on top end. Played with the points a bit and it helped some.
When running pulling the choke on makes no difference in power or speed so I think its an electrical issue. Any ideas?
