Default EZGO 36 volt won't move

I have a 95 ezgo 36 volt and when you step on the pedal it chatters.
I had the rear apart and didn't see any problems.
I bought another motor and I still have the same problem.
It moves slowly on the flat but stops under any load.

This is a battery problem. You have one or more bad batteries and the pack voltage is dropping under load.

I can also run with the charger plugged in and it still won't move under load.
can it still be batteries?

Forgot to tell you, it does sound like the motor is still turning.

Look at the axle nuts while somebody tries to make the cart go. If one of the axle nuts spins but the wheel stays still then you have a stripped hub.... other wise it's a battery or a high amperage connection?

Already checked the hubs they are ok. Going to load test the batteries and see what I have.
I will let you know what I find.
I couldn't be the input shaft could it?
