Default durostar 16hp carb question

I have a project utv noname brand that has a relatively new 16hp durostar elec start eng. I can start and it will stay running with choke. disengage choke and it will try to govern itself then die.
It has header and aftermarket billet intake manifold.
I assumed the jet was clogged and cleaned it. But now I am thinking with the exhast opened up and carb/filter housing arrangement that it needs bigger jet?

any one have experience with these engines and what works.

First I can say an engine is an engine. If it will run with the choke then it's not getting enough fuel. Either the pump isn't pumping or the fuel line/filter is restricted.

Um... I would verify that indeed the choke is actually closing or opening visually first. I can't tell you the amount of times the choke is reversed on this Chinese clones on the label...
