Default 2010 Tomberlin E-merge 500 won't move

My golf cart was running fine, then it wouldn't move. Nothing is wrong with the power. After reading some forums and troubleshooting, I am still at a loss. However, I did notice, when I spun the rear tire forward, the other tire would move backward. Is this something that normally happens?

The tire movement is normal. I had the same issue and the Golf Cart Guy found the problem. There is a cable coming out of the wire harness above the charger that will not let the vehicle move while being charged. Disconnected and connected to the positive terminal and now it runs.

One photo shows the green wire connected to the red wire. the other shows the red wire attached to the positive terminal.
