1985 club cart 36volt clicking but not moving

I recently was givin a 1985 club car 36 volt with new batteries I have fully charged the cart I’m getting 5 click from the gas pedal 1 click for the further I go with the throttle. But no movement from cart where would I go to next as I am a rookie with electric carts I apologize in advance for being a rookie thank you for any and all help
