Key switch off, voltage coming out of both ends of solenoid
 

My EZ Go golf cart was recently in a flood but we got the motor cleaned out and it is running, originally we had forward and reverse but we changed out the microswitch on the speed controller and now it won't move in either direction. We have 36 volts coming out of each end of the solenoid with the key off. What should we do now, could the solenoid be bad? Before we changed the microswitch we only had one speed (slow).
