Yami wont start

It will start i read G1 for newebiesmy battery puttin out 11.46 volts now was 12.50 ive beeen trying to start it same at starter, my solinoids have 9.64 going to those, but iy wil run when im jumpin it with my trk

Charge battery. Mine was same way in the cold winter...just not enough juice to spin it fast enough.
