94 ezgo won't move
 

I'm working on a 94 ezgo that the wire leads melted off the d/r switch we fixed that problem and noticed the controler was melted so we replaced that one and cart will still not move. I've flowed the wiring charts and all seams to be working except the controller still isn't coming on what am I looking over/missing? Could the controler be doable right out of box? No tow /drive switch it has the 3 pole and 5 pin controller
