97 CC 48v will not move f\r.
 

So this is my cart all new upgrade drive system, alltrax controller, motor, solenoid and batteries. 1st day completed drove it a couple times checking wires and feel of the buggie. Next day went out to the cart and turned it on and pushed the go pedal and it just shook in forward and reverse. Thought it was maybe the batteries placed on charger. After fully charged checked each battery , each battery has 8.7v on each and 52v across them all. I did a post about solenoid not clicking and checked mine and it does not click when I turn key on. What do you guys think or should I check next or should I work the solenoid issue first.
