2011 Drive

What would cause the cart to slow down and speed up at half throttle? Works fine at full throttle. Will run 15 mph has 22 inch tires. Stock controller and motor.

hard to tell but off hand, but it might be the throttle sensor at end of pedal assembly or speed sensor on motor
