1999 Yamaha G19E solenoid stays closed always

I have an electric 99 Yamaha G19e with issues. As soon as you switch it from tow to run mode the solenoid closes and it trys to move. This is with the F/R in neutral and the key in the off position. I have replaced the solenoid. I don't have a known good controller to try swapping so other than that is there something else I could check?? Thanks in advance.
