Columbia par car run-can't run-can run again

My par car in full charge had run for 3 minute than slow so fast n stop by it self, after it stop for 5 minute it can run again for 3 minute than stop by it sef again.
Battery are good, but when the par car stop had stop the voltage are low, after 5 minute stop the voltage of battery are increase. It continues like that.

Bad batteries or your charger isn't work correctly...
