P1205M-5603 controller not working / odd problem with ITS throttle type

So I've probably replaced five or six controllers with the programable 1205m controllers, on EZGOs and Club Cars. Set the voltage, set the throttle type, make some adjustments and they seem to work ok.

Well I've got two "P1205M-5603" controllers. Both of which have the same issue on a EZGO 5-Pin Cart (Non-DCS, Non-PDS), around a 95 model.

The cart originally had a bad controller. With both programmable controllers the motor will run but slows down while making a beep sound, then speeds up and repeats. The motor never gets up to speed. The beep sound is coming from the motor not the controller.

After double checking all the settings, I suspected something wrong with the motor. So I put a brand new motor on just to see and the same problem continued.

Next I put a refurbished EZGO 5 pin controller on and the cart ran great.

So has anyone else experienced a problem with the P1205M, P125M controllers? Maybe some of them can't be programmed even though you can change the settings? I double checked everything and the settings in the controller stuck.

UPDATE: Wiring was wrong at the fnr board. Plug braking was switching on and off every second causing the issue.
