88 ezgo runs but real jerky
 

My 88 ezgo marathon starts good and runs good, but I have to hold the foot throttle to the floor, only way it will run smooth. If I try to slow down it starts the jerky lurky crap. I took the throttle cable off of the carb and it does the same thing. How can the rpms increase without the throttle linkage connected to the carb. Also still have some backfiring. Throttle butterfly IS closing all the way.
