It's apples and oranges.
Vinyl is relatively cheap and easy to change but it wont last over a few years.
Hydro dip is more expensive and permanent, they both look good the dip is flawless and lasts a long time.

I would wrap the body and hydro dip the smaller parts , some small and curved parts you can't wrap very well anyways.

Can you dip over paint and completely change the color?

Not that I am aware of. All of the dipped things I have seen in person take the tint of the underlying paint.

You will want to repaint whatever color you want as your background then dip in your pattern. Most dip kits come with paint that should be applied or you can select your own color.

A vinyl wrap is much more practical and cheaper. My vinyl wrap project was installed by Gatorwraps and I am very satisfied".
