Compression test in fwd and rev will tell you the tale. 100psi minimum.
You can do just the top if, once you pull the bottle you inspect the bottom end for play, rust, loose bearings, etc..
The other thing to check is the crank seals, if they are leaking, you won't be able to draw in the correct mixture of A/F.
Your engine should be a Robin 244 2 stroke. EVERYTHINGCARTS had the top end kit for like $150.
