You should not have voltage without the pedal being depressed. When depressing the pedal you should have voltage on all of those motor terminals...having no voltage on those means you either have a bad connection somewhere or controller, solenoid or a control circuit is not functioning properly. If you have voltage on those terminals when depressing the pedal and it will not move then yes...more than likely the motor is bad.

I would check and re-check ALL of the connections and then check the connections again before making a bad controller or motor call. Also check all the micros and make sure they click....but just bcause they click does not always mean they are good....same with the solenoid.
