I would check the compression on the engine before making any assumptions. 160-180 is optimal, but expect it to be closer to 160 than 180 being a 1997 cart. My 1997 TXT has 165psi in one cylinder and 170 in the other. The oil was only changed once a year, so that comes to only being changed 7-8 times since it was built.

The frame shouldn't be too rusty, but rust is natural for anything that is weathered. The frame catches all the gravel and everything else thrown by the tires, so the paint eventually chips off. I have never saw an E-Z-GO that new with anything more than surface rust though.
