Found the problem...bad solenoid.
D HD....after doing some research on the starting circuit of this cart its very simple. If your pedal box micro switch tests out as good and your SURE that the solenoid is good the only thing left is the fuse (check it with ohm meter too) or a broken or bad ground wire.
