You said that the resistance between the orange wire, and the spark plug wire is 12 ohms.
Was that a typo? It should be 12k ohms.

There is no test for the ignitor, except swapping it out.
Besides a resistance check on the pulsar, you should also check the red wire to ground, and the blue wire to ground to make sure they are not chafing against the engine case. Intermittent electrical issues are a major pain.
