Another possibility is the crank seals - You'll have all the spark in the world, all the gas to the carb, etc but if a seal is bad, the engine won't be able to pull it into the combustion chamber ... Try spraying some WD40 or starting fluid at the front of the engine (the fan) and then at the rear shaft output (between the motor and clutch) while turning it over (as in trying to start it) - if either causes the motor to sputter or start, that seal needs replacing.
