I had a similar problem a short time ago. Wiggle the plug at the cart lightly. See if it begins to charge. If so, unplug the charger and check both ends of the plug. At the end of the cord, and also on the cart itself. One of the spring clips had broken, and when I got lucky the contact tips would fuse together and it would charge. When it didn't I had the same on/off problems.
