Lifter problems are not unheard of but I wouldn’t put much effort into checking those. Most of the time if they are a problem it’s because they are not holding pressure and they’ll make noise, but not greatly affect the way the engine runs.

If the plug is sooty that tends to indicate it’s getting too much fuel or that the plug is the wrong heat range. What’s the part number on the plug that’s in it?

I would double check the intake system on it. Make sure the choke mechanism is not stuck, make sure the intake tube to the carb is clear and not crimped or damaged.
Make sure the air filter is clean and make sure the tubing going into the filter box is not obstructed. If it’s not getting enough air it can choke itself out with fuel once the engine gets warm.

Still possible it’s a spark issue, how does the spark look when it quits? Is it a strong bright blue spark, or a weak/thin yellowish spark?
