I'd tell you to get a can of brake cleaner and clean both clutches, then grease them. Inspect for broken/worn parts. You can also put some light or dry lube on the pins in the primary that wear. Then I'd buy the HD kevlar belt for it from CPP. Check your motor mount tension cable, should be under the gen pulley. They will bog without that. Then see what you have. If it still bogs then get a clutch kit of some kind that will keep the rpm up on hills. But you still have 9.5hp roughly and that is all you get, but it should not bog. A cut secondary sheave will help at very low speeds and takeoffs. You want more might as well put a larger engine in it, and funny part is you usually take the clutch kits out with a larger engine you don't need them. An aftermarket primary is nice either way as you can have it engage higher rpm.
