So i had another cart the same with diff problem . Swapped a few parts around and it was controller. .... The other cart was same thing a1999 club car . Every time i hit pedal it would take off then shut down . Id flick the f/r switch and it would go ( there was an unhooked wire at the A-2 position on controller)
