The chargers back then often had only a timer as a control system, if so, you can probably just turn it on & measure voltage at the plug end (should be around 45). But, this is not a great test, because if the capacitor is bad, it could still show voltage, and not charge the batteries.

You can convert to 48v, but it will shorten the life of the resistor coils.
