Anyway, the other problem is that the governor now seems stuck and cart finally quit pulling. The throttle won't move when gas peddle is depressed. I believe there is a half moon key pin in slot that positions arm. Could this be sheared or maybe something else going on?
Should I do away with the gov. or try to find out what is causing it to freeze up?

Not saying you should do this, but my governor is my right foot. I plan on upgrades to the stock 2pg motor and will make the governor electronic controlling fuel and spark. from your plugs it seems you are running way fat. Any chance a choke is stuck or something? Anyway, too much fuel, and your valve adj should have nothing to do with this. Did this come up after doing some work, or just pop up out of the blue?
