That little black thingy is the ITS, or Inductive Throttle Sensor.
Those gizmo's are a bit "pricy" so you wanna make sure it's bad before you replace it.
FWIW, I did make a fine adjustment to mine and now it's as smooth as silk!! Well,
maybe not silk.....but at least my neck no longer needs a brace!!
