You need to take the carb all apart. The float in side the the bowl on the bottom of the carb. Attached to the float is a small needle valve that goes into the carb body. That needle valve or the seat in the carb body may have crud stuck in there.

Need to remove all the parts on the carb and spray carb cleaner through all the little holes. Don't remove the throttle shaft or the butterfly that is attached to it tho.
