I dont have the motor upgrade... my cart goes about 20-ish, but i think the moving of the cables during lift install gets your brakes out of adjustment. I went through the same thing and was about to replace my pads. But after pulling the drums they were fine... almost new looking. Then problem was they were out of adjustment. Just pull the drums and adjust the little roller at the bottom. You may need a flat screw driver to lift the locking pin if you go too far. Just make it so they feel like they drag slightly by hand. I did this and i got all my brake pedal pressure back and it stops well. I can almost lock up the tire at speed.

Also, they are self adjusting so you should be able to just go in reverse a slam on the brake a few times to tighten them up on their own. Its not hard to adjust by hand, plus you will want to see what condition your shoes are in anyway.
