Remember he has a Regen 2 model and the throttle works backwards.
You should have close to 3.5v at pedal UP, it needs to be more than 3.0v when the pedal microswitch closes or the controller generates an HPD error and it will not run.
You should have 0v with the pedal all the way DOWN.
If the Multi Step Potentiometer (VGlide) is touching the last pad, unless you have a bad wire connection, the throttle is at 0v when the pedal is down.
