So, after bumping up the HV setting to 4.15 and doing another charging cycle, the HV relay did NOT kick off prior to the pack reaching the target voltage.

However, that cell #1 is still above the rest. After charging the Delta of cell #1 was .028. Previously, when the HV relay kicked on and the max pac charge was 56.8, cell #1 had its Delta at .009.

So, cell #1's Delta went from .009 to .028. In fairness though, I measured the Delta of .028 immediately after charging, where the .009 was a good 6 hours later.

I'm not getting all worked up and jumping out of the cellar window.....but thought I'd update the thread.
