Well you have done a good job of looking for the click of the solenoid! things to look for, I always start with what I did last that usually fixes things.

1 batteries and / or connections
2 There is a min and max voltage level for the controller pre programed ??
3 check resistance of the MCOR or pedal pot 0 to 5K
4 put it on jack stands and see if it cuts out with less load
5 is key switch loose
6 F/R switch

I do not think its the OBC if the relay is holding, but the relay may not be holding, have you noticed when your switch from rev to fwd if you foot is on the pedal it will not go until you release it all the way then depress it, this is what could be happening so maybe the F/R switch is dropping out or the solenoid per the obc or controller, so jump the solenoid both sides + and - and test.
