Default Hesitation on Starting - '09 Precedent

This is my first post in this forum. I have owned an '09 Club Car gas Precedent for about 6 months. It appears to be well cared for, is clean, and in good shape. It is outfitted with high speed capability via, I believe, a modification to the rear end gearing. It has a full road package (lights, turn signals, horn, etc.) and a sunbrella. I do not have any other unusual electrical accessories.

From the time I bought this vehicle, it has exhibited the same unusual behavior. When you press the gas pedal to start it, it will sometimes (~50% of the time) roar to life and off you go. The other 50% of the time, it will do nothing - no starter noise, no engine start, no sound at all. If you remove your foot from the pedal and press the pedal again, it may or may not start (~50% chance).

When it will not start, if you keep holding the pedal down with your foot, it will start after about 3-8 seconds. At that point, it roars to life and runs without a problem until the next time you stop and the cart shuts off. You then have a ~50% chance of it starting.

This behavior occurs when the cart is cold, when the cart has been run all day on the golf course and is hot, when the cart just finished a 6 mile drive from our home to a distant part of our our golf cart accessible community so the battery should be charged. In other words, it appears that this phenomenon is a random one.

The only thing I have done so far is to run Seafoam through it with the last two tanks of fuel in an attempt to clean out the carb.

Any ideas on what could be the problem would be appreciated. I have downloaded the service manual and, while I have never worked on a golf cart before, I am fairly handy. I do all my own motorcycle maintenance.
