Whoever told you "just a few turns" doesnt know about yamaha governors, it takes a significant amount of movement on the spring to make a big difference. If you squeeze the spring 'till it touches the bracket, you should get more than 21mph with 23" tires. I feel ziptie-ing the spring enough to get 20mph is safe for the motor. Just dont forget to remove the ziptie when sending it in to the dealer. I have the "dealer level" FI diagnostic tool, it does not store max rpm to "rat you out" as far as i have seen.
