As i undestand, you got pack voltage at the grey/ black wires of the ebrake. According to the Troubleshooting Guide, only 12 - 18v should be obseved ( p. 33, # 5 ). Attache the ebrake for these test, as the controller can " see " the brake due to it's resistance. Check the pins of the connector, some other's reported here, a bad connection could be the issue.
