100% true. As a battery ages its internal resistance increases. So when that happens, and you demand load like driving your cart the voltage accros the terminals drops significantly preventing you from developing full power.

But the main problem comes in the charge cycle. Since the older batteries internal resistance is higher and thus raise their voltage higher fooling the charger into thinking the batteries are fully charged when they are not, at least not the new ones. So the new batteries never recieve a full charge and will significantly reduce their life span from being undercharged all the time, not to mention all the loss in power.
