Remove the bolt with a breaker bar or impact wrench. Buy a puller and remove it from the shaft. They are on a tapered shaft and you might as well forget about getting it off without the puller.

You're probably going to have a lot easier time with it if you drop the engine/transaxle assembly out from under the cart. Remove the fuel line from the carburetor and the vent hose. Remove the breather hose. Remove the brake cable clevis pins from the actuators on the backing plate for the brakes. Remove the ground strap from the engine to the frame, and from the starter/generator to the frame. Remove all the connections from the wiring harness to the starter too. Mark them so you can put them back in the right spot. Remove all the nuts from the four leaf spring bolts and work the bolts out. Be sure you have a jack under the frame and the engine/transaxle.
