Check the voltage at the battery,then at the solenoid.They should be the same or within a few tenths of a volt.If good to this point,connect the meter to the output terminal on the solenoid(wire going to the starter/gen.) and press the pedal.If you have the same voltage as the other stud,you have a starter-issue.If you don't have voltage,then the solenoid is bad.I've seen them click,but not transfer power.Another quick test is to take a screwdriver,cross the solenoid terminals and see if the starter spins.There is a ground at the frame,near the battery,make sure it is clean,and all of the connections are good.Hope this helps.
