found another post about checking voltage at pin on J1 and J3.
On J1, I have battery voltage on pin 1 and 6 only.
on J3 it was on i think it is 2 and 4. they are both on the same side on J3.
So with this info do you think it is controller still? I do but I'm far from an expert, actually this is the only PDS i've ever seen.

You voltmeter or test leads or your voltage measuring technique is iffy.
To get battery pack voltage on J1 Pin-6, you have to have pack voltage on J1 Pins 4, 1, 3 (or 2 if in reverse), 9, 8 and 7 as well as J3 Pins 3 & 4.
Attached are images of battery pack voltage through a PDS controller, PDS controller with Pin-1 identified on all jacks and a schematic showing what wires have to have pack voltage on them to activate solenoid.
