Push them in dry. If you loktite them some poor SOB in the future will have to kill himself to get them out.

Really, it takes a pretty good bit of force to seat them in place. So long as they are placed properly they won't pop off. When placing them in, be it with a press or tapping, make sure the seals go in as parallel to the top of case as possible as to make sure the seals maintains its round shape.
