I'm not sure that heavy duty springs will solve the problem. I have a similar issue with mine, and it's more a matter of balance than it is of springs. I have had some heavier people on the back seat and have actually had the front wheels come off the ground when going up a hill. So when the weight is lessened on the front end, the steering becomes a lot more squirrely. It might help to add weight to the front end of the cart to offset the weight added to the back seat. Heavier springs would help maintain the ride height in the rear then.
