Here's my opinion... I think your torque loss is somewhere else!

With your rev limiter intact, I feel that the zip tie is your best alternative to keep within the limits of the limiter,
loosening the governor arm will just make your limiter kick in more often!
and yet... you probably still won't see any better torque because of it!
With my experience with the zip tie mod... I have NEVER seen any torque loss!

I'd consider trying a "severe duty" belt, or driven clutch spring!
